Mit dieser Folge 15 ist Tony Bates also in den 1990er Jahren angekommen. Zeiten des Umbruchs, die hier aus der persönlichen Sicht eines Teamleiters im Bereich „Distance Education and Technology (DET)“ an der University of British Columbia in Kanada beschrieben werden. Der Umbruch war dort und damals der Übergang von Papier zum Web, also die Einführung von Online-Kursen und eines Learning Management Systems.

This resulted from the digital convergence of a number of previously separate technologies, enabled primarily by desk-top computing, developments on the Internet (particularly the World Wide Web), and technical standardisation. The effect not just on distance education but education in general was transformative.“
