The TPP has been the target of attacks from across the U.S. political spectrum, including during the 2016 presidential campaign, as well as from groups in other participating countries. Mr. Trump has long criticized the deal, saying it would increase the number of manufacturing jobs abroad, increase the U.S. trade deficit and fail to address currency manipulation by U.S. trading partners. As with many trade agreements, the TPP negotiations were conducted in a very secret until the conclusion. Draft agreements were kept secret during the negotiations and access to the working text was severely restricted, even for government officials and representatives of the companies involved in the discussions.  However, some sections of TPP projects were leaked to the public by WikiLeaks, which published a draft chapter on intellectual property in 2013 an environmental chapter project in 2014 and the last chapter on intellectual property in 2014.  Nearly two dozen provisions that the United States had covered in the original TPP agreement would have been suspended after Washington`s resignation, somewhat watering down the Obama administration`s proclaimed plan to be the “gold standard” for 21st century trade rules.
According to the Congressional Research Service, “Tufts` study, as an unconventional framework for the analysis of trade agreements, has attracted particular criticism, while the computable general Equilibrium (CGE) models used in Peterson`s study are the standard in commercial analysis.  Fabio Ghironi, a professor of economics at the University of Washington, describes the models of the World Bank and the Peterson Institute in more favourable terms than Tufts` analysis.  Professor Marc L. Busch of Georgetown University and Professor Krzysztof J. Pelc of McGill University, however, note that modern trade agreements are long and complex because they often address non-tariff barriers, such as different standards and rules, in addition to tariffs. As a result of the steady reduction of customs barriers since the Second World War, countries are increasingly facing trade barriers in the form of non-tariff barriers. Domestic companies often commit to their own governments in order to adopt rules to keep foreign companies away. The TPP deals with many of these “disguised trade restrictions,” for example by “supporting these measures on the basis of agreed science; Make the rule-making process more transparent Allow foreign exporters to make a significant contribution to the formulation of these measures.  The TPP would also have ensured that the United States prioritized global trade rules. Analysts say the U.S.-led agreements generally include deeper economic reforms and higher labour, environmental and public health standards, which should involve participating countries in adoption in order to access new markets, compared to what China has invoked. While Trump has made confrontation with China`s trade-distorting policy a centerpiece of his agenda, experts, including Edward Alden of CFR, say the withdrawal of the TPP has reduced Washington`s influence and made it more difficult to manage Beijing`s abuses.
ISDS cannot ask governments to overturn local laws (unlike the World Trade Organization) that violate trade agreements  but may award damages to investors affected by these laws.
